Eligibility, application and requirements
Eligibility
To be eligible to participate in EOP, you must:
- Belong to a household that meets New York state income guidelines. Note: There are also various documents required based upon your family's income.
- Meet Binghamton University's assets guidelines
- Possess a high school diploma or a General Equivalency Diploma (GED)
- Be a citizen or a permanent resident of the United States and a New York state resident one (1) year prior to enrollment
- Have parent(s) and/or guardian(s) who are permanent residents of the United States and a New York state resident one (1) year prior to enrollment
Freshmen applicants
EOP freshmen are admitted only for the fall semester. To be eligible, an applicant must meet both academic and economic criteria (see section on eligibility above).
EOP students may apply via the SUNY Application or The Common Application. If you apply using the SUNY Application, you must also submit:

- A high-school transcript
- Standardized test scores (SAT and/or ACT)
- Financial Data Form (PDF)
Transfer applicants
We are currently accepting EOP transfer student applications for fall 2010 only. To be eligible, you must have been formerly or be currently enrolled in EOP or a similar program such as HEOP, SEEK or College Discovery.
Transfer EOP students may apply using the SUNY Application or The Common Application. If you apply using the SUNY Application, you must also submit Binghamton's Supplemental Application Form (PDF)
All transfer EOP applicants must also submit a college transcript(s) and the Transfer Verification Form (TVF) (PDF)
Deadlines
We suggest you complete your application by March 1 because there are a limited number of spaces for EOP students.

As a public university, we are committed to providing opportunity to talented students regardless of their background. Working through the New York state Educational Opportunity Program (EOP), Binghamton University provides special support services for in-state students from educationally and economically disadvantaged circumstances.
The program includes financial assistance, tutoring and counseling, special coursework and other services on campus. Binghamton's EOP has an outstanding track record helping students reach their potential. Recent EOP seniors have been accepted for graduate and professional study by Harvard, Vanderbilt, New York University, Fordham, Boston University and others.
