Campbell has worked as both a nonprofit practitioner and an academic. He teaches courses in nonprofit management, public administration, policy analysis and related areas. His research interests include strategic alliances and mergers among nonprofit organizations, the role of private foundations and the advocacy in the nonprofit sector.

From 1999-2005, he served as vice president for programs at the Community Service Society of New York, a prominent New York City social welfare organization concerned with the challenges facing low-income New York City residents. Prior to that, he worked as vice president of the Center for Families and Children, a Cleveland, Ohio, multi-service, social service agency. He served for six years as an adjunct faculty member at Columbia University's School of International and Public Affairs and has also taught at the New School in New York City and the Learning Institute for Nonprofit Organizations of the University of Wisconsin Cooperative Extension.

Campbell holds a PhD from Case Western Reserve University, a master's degree from Yale University and is a Phi Beta Kappa graduate of Bates College.
