Rubaii-Barrett earned a PhD. in Political Science from Binghamton University in 1991. From 1989 until 2004, she was on the faculty at New Mexico State University, where she also served as MPA director beginning in 1994. As of Spring 2008, she is the Chair of the Department of Public Administration at Binghamton University. She teaches courses in public management (focusing on human resource management, diversity and administrative law) and public policy (with an emphasis on immigration policy, intergovernmental relations and policy analysis). Her research focuses on applied community issues affecting local government managers, particularly issues related to increasing diversity among employees and clients and the intergovernmental challenges to service delivery and financing. She has extensive consulting experience with local governments and nonprofit organizations and is actively involved in national professional associations in the field of public affairs.
