EOC activation procedures
The emergency operations center (EOC) shall be activated during level 2 or 3 incidents (see Classification of Emergencies ). In addition to the automatic activation of the EOC, it may be necessary to activate the EOC at other times or for other purposes. Any pre-designated member of the EOC or the Binghamton University’s Policy Group may activate the EOC by calling University Police at 911 (from a campus phone) or 777-2393 (from any phone).
Activation Procedures:
- EOC staff member may request activation of a full or partial EOC.
FULL – All ICS positions shall be filled
PARTIAL – Only some of the ICS positions must be filled, based on the event requirements.
- University Police shall contact the EOC staff members (calls will continue until necessary ICS positions are filled or until the Incident Commander is satisfied with staffing).
- EOC staff shall report to the command center (see Section 4.c)
- Establish communications (radio, cellular, fax, telephones, computers, etc.)
- Establish EOC security
- Initiate EOC sign in procedures
- Locate necessary supplies (maps, dry erase boards, easels, ICS forms, etc.)
