Emergency Operations – Leadership Structure
Policy Group
- The Policy Group shall establish general guidance, policies and priorities based on the extent of the disaster
- Upon activation of the EOC, management of the emergency will be handled by the EOC.
- The Policy Group shall assist the EOC with long term goal formation.
- The policy group consists of the President, the Vice President for Administration, Vice President for Student Affairs, Vice President for External Affairs and the Vice President for Research
Binghamton University authority and succession
During emergency situations, the Binghamton University President has assigned the responsibility of managing and coordinating the Binghamton University’s emergency management plan as follows:
- President
- Provost & Vice President for Academic Affairs
- Vice President for Administration
- Vice President for Research
- Vice President for Student Affairs
- Vice President for External Affairs
Emergency Operations Center (EOC) staff
In March of 1996, Executive Order No. 26 was signed into law and established the National Incident Management System (NIMS) as New York State’s standard command and control system during emergency operations. Included in the NIMS requirements are minimum training levels for emergency operations center (EOC) staff. As of September 30, 2007 EOC staff shall have successfully completed the following courses:
- ICS-100
- ICS-700
- ICS-800
- ICS-300
- ICS-400
The following personnel are qualified, trained and approved to operate in the EOC:
- CONFIDENTIAL: This information is limited to EOC staff and Policy Group only.
Although EOC staff members have been pre-assigned ICS positions, each member is qualified and approved to assume other roles within the EOC as necessary.
Once activated, the EOC staff will have the authority to make decisions on behalf of the university. The policy group will provide guidance to the EOC.
