Background and Goals
As part of the NYSUNY2020 plan, Binghamton University has indicated its intent to grow enrollment by 2,000 students over the next 5 years, which would bring total enrollment to at least 17,000. Current plans have followed a general framework for growth that will include a net increase in graduate enrollment, so that by Fall 2016 graduate enrollment at Binghamton comprises at least 20% of the overall enrollment. Although one strategy toward meeting enrollment growth at the graduate level is to enhance existing programs by adding more students to current programs, the University-wide growth plan offers academic programs and departments an opportunity to develop new tracks within degrees, new graduate certificates and new degree initiatives that can foster new avenues of intellectual pursuit and career preparation for prospective students. While strategies for growth at both the masters and doctoral levels are welcomed, there is strong demand/interest in career-directed master degrees by both employers and students alike. In light of these circumstances, Provost Nieman will continue an initiative to expand Binghamton University's portfolio of career-directed master degree programs.
This document, therefore, is meant to (i) promote conversations among departments and programs for how their existing degree offerings might be expanded to meet the growth initiatives; (ii) serve as a general call for proposals for new career-directed masters degree programs from academic departments and programs; and (iii) provide a general rubric for how new degree programs should be prepared for advancement through the approval process. We recognize that additional resources (faculty hiring, staff support, etc.) will be necessary to enable the success of new programs. Funding will be available for both new program initiatives and expansion of existing degree programs, as an addition to the normal budget review process. Approved allocations will be available for AY 2014-15. Ultimately, we expect that additional tuition revenue generated by new career-directed masters programs will support growth in doctoral programs. Department Chairs and Program Directors should engage the Dean of their respective college as well as the Dean of the Graduate School to learn more about the goals and process for program development/enhancement.
Proposals should contain an Academic Business Plan along with supportive documentation; they should be two or three pages long. The proposal must project a net growth in enrollment over existing targets for the school. The Graduate School can provide base numbers, including full time/ part time, and non-resident numbers.
There is no deadline for submission. Review and awards will occur on a "rolling" basis.
