BU, Turkey plan to develop dual diplomas

State University of New York Chancellor Robert L. King and Turkish Council of Higher Education President Kemal Gürüz last week announced that students from the U.S. and Turkey will be able to enroll in one program and earn diplomas from two universities in a jointly taught degree beginning this fall.

Binghamton University is a major partner in the program, which is the first of its kind between Turkey and a foreign country and the only international dual-diploma joint-degree program currently offered through SUNY.

Following approvals by the Faculty Senate, Binghamton is expected to offer joint degrees in global and international affairs, and information systems.

President Lois B. DeFleur said Binghamton is key to this remarkable partnership. “Faculty in the relevant departments are supporting the new degrees, and student services staff are making plans for the integration of these students into campus life here,” she said. “We’re ready to launch this innovative joint degree program to benefit students from Turkey and enrich education for our students.”

Binghamton currently enrolls 56 students from Turkey. The new joint-degree program is expected to enroll 250 additional students.

Under the proposed program, students would be eligible to apply for admission in eight dual-diploma programs in four subject areas. These programs would be offered by several of Turkey’s top universities and, when fully established, would be offered by the SUNY campuses at Binghamton, Buffalo, Empire State College and New Paltz.

“This is a great day for students in America and Turkey, the Turkish Council of Higher Education and for the State University of New York,” said King. “For our students, this program will expand their understanding of Turkey and the Middle East, and it will make them much more likely to get a job in government or in the private sector relating to that part of the world.

“This program is also creating new opportunities for our faculty,” he added. “There are some very interesting research opportunities for both our faculty and our students.”

“We are very pleased to offer such a wonderful academic and cultural opportunity for Turkish and American students,” said Gürüz. “The combination of the rigorous academic program and the immersion in the culture of another country will be reflected in the diploma earned by our students.”

In order to earn both diplomas, students must spend at least three semesters of their eight-semester program at each of the two campuses. Students will also take advantage of distance learning technology to earn their degree. The language of instruction for the program is English.
After successfully completing all required coursework, the degree recipient will receive two diplomas, one from each institution. No student will receive the degree or either of the diplomas without satisfying the academic requirements of the dual-diploma program. For example, a Bosphorus University lisans degree earned through the program would read: “Awarded by Bosphorus University for a program jointly administered with Binghamton University” and the degree from Binghamton University would state “Awarded by Binghamton University for a program jointly administered with Bosphorus University.” Lisans are the Turkish equivalent of the American bachelor of science.
