New York Gov. David Paterson and legislative leaders are in final negotiations on the state's revenue bill, which includes consideration of the Public Higher Education Empowerment and Innovation Act (PHEEIA).

Approval of PHEEIA is vital to the future of public higher education in New York state. It will allow SUNY and CUNY to implement a rational tuition policy and provide for public-private partnerships (PPP) and procurement reforms--especially important in light of the $170 million in state support reductions SUNY has sustained this year alone.

  • The rational tuition policy will enable Binghamton University and SUNY to sustain academic quality and invest in additional financial assistance programs to ensure the neediest students are not denied full access to higher education.
  • PPP will allow Binghamton University to be more entrepreneurial while providing needed resources to help fund campus operations.
  • Procurement relief, specifically the elimination of state comptroller and attorney general approvals for certain expenditures, is crucial to our ability to operate efficiently and will help streamline our operations.

This is a critical point for Binghamton University and SUNY. Please send a message to legislative leaders today, urging them to pass this much-overdue and vitally-important legislation.
